the public authority for the disabled was established by a law issued in 2010. most of its provisions have been adopted on the concepts of the world health organization in determining the disability and in conformity with the united nations convention on the rights of persons with disabilities. despite the clarity of the conditions for determining disability, the authority has been subjected to fierce corruption from day one of its establishment. over the past seven years, the organization has not been able to deal fully with cases of corruption and eventual elimination. despite the honesty and dedication of those who took over running it such as brother jasem al-tammar who set up most of the bylaws of the authority, they have not been able to deal fully with cases of corruption and uproot it. the status of the disability body is a real reflection of the status of all components of society. most of the components are apparently religiously and ethically committed, but in fact, deep underneath they are corrupt. this corruption, i mean those who forged certificates is similar to the situation of their peers, who falsified their academic certificates at all levels and the reluctance of the government to disclose them. the reason for the exposure of corruption in this authority is not because of the educational, rehabilitation and educational services provided to them, but due to the large amounts of money paid to them every month and the interests of many financial institutions, the owners of schools and parents. money paid in millions to the disabled end up in the pockets of those who pay the disabled rather than spending on the well-being of the disabled or improving their living conditions. if we review the statistics of the disabled people on the care given to them since 2010, and not before, a large discrepancy and inconsistency is discovered. a year does not pass without a responsible official disclosing thousands of cases of forgery and claims of disability, and refer them to the prosecution to recover the huge sums they have received without right, and the series of detection of manipulation, and fraud continues to this day. in a report published in al-jarida newspaper a few days ago, and in a clear indication of the suffering of the entire state from corruption, not just the authority, and expropriation of public funds, a review of the files of the disabled during the october 2016 and august 2017 show 3,608 people have claimed disability and they were illegally paid about kd 15 million annually and that there are about kd 59 million suspected of being spent illegally. it is strange that this report is not the first of its kind, but the same is repeated year after year in the same text and all this stolen money did not touch or burn the heart of anyone in the government or outside, after corruption became an uncontrollable monster. the difference between the rampant corruption in the authority compared to others is that the disabled needs specialized medical committees to prove their disability, and therefore it is wrong to say that there is a claim of disability. it is correct to say there are medical committees that are ‘disabled’ and possibly corrupt and enjoy semi- immunity from accountability. these committees play the biggest role in increasing the number of undeserving people who are provided services by the authority and as a result the authority has lost millions of dinars outright. in spite of that none of the members of these committees who have a role in the signing of the disability certificates are held accountable. i do not think any of them have been referred to the prosecution perhaps due to shortcomings in the law of the authority and inevitably the unwillingness of the government not to upset any of them. it takes two to tango, and the falsifi- cation of the disability certificates needs two parties to confirm its validity, yet none of the members of the medical committees whose conscience is dead and those who have deceived the people and the government ... the authority remains unaccountable.
