i f you are a senior offi cial or minister of education and higher education, and have the following information about a kuwaiti employee what will you do? that a former lawyer and a licensed legal expert, and holds a doctorate recognized by the civil code of the university of strasbourg. that he was born in 1971 and worked as a lawyer in the department of fatwa and legislation. in 1996 he joined the ministry of foreign affairs to work as a diplomat before deciding to complete his higher studies and completed his phd in 2012 with distinction. at the university, he succeeded in becoming the assistant dean of student affairs at the faculty of law. he then returned to the ministry of foreign affairs in 2013 and became a cultural attaché at the kuwaiti embassy in paris. he remained in the offi ce from 2006 to 2010, and was very successful because of his cultural background. he possesses legal skills and is profi cient in french. he returned to the ministry of education and became assistant undersecretary of higher education for legal affairs from 2013 to 2015. he was then assigned as the assistant undersecretary for a few months before being selected as the permanent representative of kuwait to the united nations educational, scientifi c and cultural organization (unesco). he has several legal researches to his credit and was assigned as legal advisor to several ministries. he is fl uent in arabic and french and also speaks english fl uently. since his appointment, in august 2015 as a unesco delegate, he has done a lot. kuwait has succeeded in winning a seat on the world heritage committee for four years, surpassing six other countries. with both his efforts and his colleagues at unesco, through the heritage committee and from his position as chairman of the arab group, he succeeded in registering several arab and sudanese sites as mixed cultural and natural sites. he also raised kuwait’s name by winning the position of vice-chairman of unesco’s world heritage center, and the organization praised him for its pioneering role in preserving the human heritage. thanks to him for the approval of the adoption of the 12-item draft resolution submitted by the ambassadors of kuwait, lebanon and tunisia, related to the preservation of the old city of jerusalem and the al buraq wall within the world heritage list. the resolution stated also the jews have no relation with the holy sites in jerusalem. the resolution also called on the occupation authorities to stop all archaeological excavations in the old part of jerusalem and to completely remove all restrictions that hinder the movement of muslim worshippers in al-aqsa mosque. thanks to his efforts, the world heritage committee has also succeeded in including the old town of hebron and the ibrahimi mosque on the world heritage list. we will stop here, for lack of space, on the enumeration of the achievements of the man and his professional history, and effi ciency, and conclude our article by asking what would be the position of the reader if he heard that there are those who seek to transfer this man from the offi ce and another person to be appointed in his place perhaps for electoral gains. ambassador mishal hayat, our permanent representative to unesco, did not commit any minor offense, but he worked very hard and sincerely, and perhaps this is his only sin in the eyes of those who seek to remove him from his present position. will the conscientious people accept this?
