personally, i do not believe that the amendment of the electoral districts will result in a solution to the political problems that we suffer from, as each amendment will carry its negative aspects within it. the forces of corruption can adapt to any situation and benefit from it.
the dilemmas facing us are greater than the level of street output. in addition, the street, or the voter, has become extremist and drifted away from reality where there is no comeback in the current circumstances. tribalism, sectarianism, and religious partisanship are driving the street not the nation’s interest after it became well known that it was his adherence to the narrowness of his affiliations that brought and will bring him material, functional and therapeutic benefits, and not a commitment to patriotism, morals, and honor.
thus, it would not be surprising for tribal, sectarian, or other parties, even within the security services, to stand by their tribe or sect, against the other grouping, within the same apparatus, and that would be the first indication of the disintegration and erosion of society.
the founding fathers used international expertise to draft the articles of the constitution in their current form, which has not changed for 60 years. it is never a shame to resort to the same method with the aim of revising the constitution towards more freedoms, but this must be preceded by taking the following basic steps:
first: resorting to the same method that sheikh abdullah al-salem followed, preventing some family members from interfering in matters of the rule and placing a block on them.
second: putting an end to the rampant religious influence, after it has penetrated to a dangerous degree and its control extends from the kindergarten to the council of ministers and the legislative body.
third: no one should be excluded, even if he is a member of the family, from political and financial accountability, as the homeland is in danger, and before its security, the rest of the matters are lessened.
fourth: making kuwait a semi constitutional monarchy, by reducing the ruling family’s interference in the affairs of the executive authority, especially the non-sovereign ministries.
fifth: laying out a clear plan for the advancement and modernization of the state, similar to what happened in neighboring countries, as we have fallen far behind, with the need to develop the executive state apparatus, which is backward.
sixth: form neutral committees to reconsider all nationalities bearing “article one which have been granted thirty years ago, for example, and to return them to their previous legal status.
seventh: suspending any appointments in high positions unless passing the civil service commission exams.
eighth: ban all fake accounts in the means of communication, and hold accountable those who stand behind them, and anyone who republishes or promotes them.
ninth: prohibiting tribal and sectarian by-elections, and toughening the criminalization of holding them.
tenth: the government gains the confidence of parliament by approving a program of work otherwise it does not gain confidence.
eleventh: expansion of the retirement system, through forced retirement, for government employees at a rate of no less than 50% to be distributed over five years. the corona pandemic has proven that it is very possible to conduct government work in much smaller numbers than the current number and to develop government work online.
twelfth: develop a tactful plan to privatize all companies and vital activities owned by the state, while setting a minimum number of their shareholders to prevent monopolizing their ownership, while creating oversight bodies within their boards of directors, representing small shareholders and beneficiaries of their services, and having the right to object to the decisions of the board that contradict with the public interest.
thirteenth: imposing a tax system aimed at redistributing wealth, and excluding certain segments of it.
this is a set of ideas that have been on my mind for years and are debatable.
