End ‘Deputy of Services’ role
“….we appeal to you, our countrymen, not to miss the opportunity to correct the course of national participation so that we do not return to what we were before, because this return will not be in the interest of the country and citizens, and we will have, in the event of its return, heavy-handed measures and events.”
this is what was stated in the speech of his highness the crown prince, which he delivered on behalf of his highness the amir, in an unprecedented tone, and with clarity and frankness, throwing the ball in the court of the voter who shall bear the responsibility for choosing the next path.
it was also stated in the decree that was issued to dissolve the national assembly that the decision was taken to correct the political scene because of what it suffers from in terms of incompatibility, lack of cooperation, differences, conflicts, and giving priority to personal interests, and the rejection of some by others. this is other than the practices and behaviors that threaten national unity. all this is wonderful and beautiful and the citizens are happy to read and hear it. and the big question ends with but…?
“it is not possible to achieve any positive change that the lover of his country seeks as long as the administrative apparatus is so slack, corrupt, and all this backwardness. the desired reform cannot be achieved without a clear government decision not to pass any transaction of any representation whatsoever. otherwise, the most honest, kind, and upright citizen will elect someone who will complete his transactions and recover his rights from the state.
a citizen is not created corrupt, but is corrupted by the home and by school education, and the environment. in all curricula of schools, at their various levels, there is not one chapter that teaches the learner the meaning of morals. honor and morals are related to very important matters, and the majority of the citizens are not to blame if you do not teach them what true morals mean, and what true honor means!
it is nice for the government to tell us that there is incompatibility, lack of cooperation, differences, and conflict between the representatives, and this is normal in every parliament, but what is unnatural and unacceptable is the failure to address the nature of that conflict which we witnessed in the majority of previous assemblies, and that it is mainly due to the struggle over the “government cake.
whenever we stop distributing chalets, farms, tenders, livestock pens, warehouses, housing plots, cash gifts and medical treatment abroad, the majority of these disputes and differences will disappear, and random and corrupt interrogations will be a thing of the past.
there are a lot of talks that there is no room for, but what the government, with all its experts, advisors, and agencies, should know is that there is an urgent and more than urgent need for a lot of legislation without which the affairs of the state cannot proceed, and whose absence has resulted in the conflict that engulfed the parliaments for the past twenty years.
although the primary function of a member of parliament is to legislate he failed to do so, and the list of reasons is long, and therefore the government should have played this role, and this is its entitlement and duty, and to present the required and urgent draft laws to the parliament for approval, as it has always been more capable than the majority of deputies in the field of legislation which was originally limited to a limited number of deputies, and the interests of the majority were elsewhere.
we repeat that we urgently need to develop the administrative apparatus for not pushing the citizen to resort to the deputy to complete his transaction with the minister, and so that the latter does not take advantage of the deputy’s request to buy his loyalty and his continued lack of interest in developing his ministry.
and last, but not least, we must close the departments that were specially created, in all ministries of services, to take care of fulfilling the wishes of the deputies and to complete their transactions, even ridiculous ones.
