Why KIA files opened now?
the minister of finance formed a committee to investigate old and new violations related to the kuwait investment authority.
it is better for the decision to come late than never, knowing that some of these suspicions were previously mentioned by a former member of the national assembly, and the minister denied them completely, at the time.
tasks of the committee:
■ investigation of suspected violations related to the management of the reserve for future generations and the general reserve.
■ investigating suspected irregularities in the management of rain house and st. martin’s.
■ review the procedures of the kuwait investment authority in dealing with the observations of the audit bureau, and investigate its observations for the fiscal year 2019-2020, regarding the appointment of the former managing director of the authority as a member of the board of directors of the german daimler company, and the risks arising from the legal position towards claims for tax refunds as a result of this appointment.
■ investigating the note of the state audit bureau contained in its report for the fiscal years 2019-2020 and 2020-2021 about irregularities that involved the dismissal of three employees of the kuwait investment office in london due to suspicions of transgression on public funds.
■ investigating the extent of damage to public funds as a result of kuwait finance house’s acquisition of ahli united bank - bahrain. (note that the kia had previously approved the deal).
■ investigating the mechanism for preparing responses to parliamentary questions, and the accuracy of those responses.
■ investigate any deficiencies that may be revealed to the committee during the performance of the tasks entrusted to it. (an incapacitating and confusing question, which will divert the committee from its basic mission and prolong its term).
■ identifying the incidents that violate laws, regulations, decisions, and systems, and determining the cause and the person responsible for them, and whether those incidents occurred intentionally or as a result of negligence and the consequent damage to public funds. (this item is also incapacitating, and it requires specialists and years to answer it).
■ submitting recommendations related to the legal and administrative measures to be taken against the person responsible for any shortcomings, if any.
(a third incapacitating request, which means that the minister will be the opponent and the arbiter, and he has the right to “interrupt” whatever recommendations he wants, and shed light on what he desires. this is on the assumption that he will continue in his duties when the committee finishes its work if it does).
the question is, where were the minister and the authority’s board of directors in these matters years ago? why are the files opened now?
what is the truth about what is rumored about the existence of a kinship relationship between some members of the committee, and who will be investigated?
