i posted this tweet on my twitter account: kuwait and the world are celebrating the memory of the first month after the meetings conducted by minister of public works amani bugamaz with the ambassadors of 7 countries to help kuwait pave the roads. and since the event is unprecedented, the civil services commission will consider it a national holiday.
the earthquakes occurred in turkey and syria, and death and destruction reached their extent, and the catastrophe of the beirut port explosion occurred, which had painful consequences, and the explosion at the chornobyl nuclear plant in the former soviet union, in 1986, caused enormous risks, then a huge tsunami hit southeast asia, resulting in the death of nearly 250,000 people, followed by the disaster of the fukushima nuclear reactor in japan in 2011, and other calamities and disasters.
despite this, the minister of public works of any of these countries did not summon the ambassadors of major countries to ask them how to deal with the consequences of what they were afflicted with!
however, the presence of a few thousand potholes in the road and the ruin of the upper crust of most of our streets prompted the minister of public works of our government to resort to a solution that represents the summit of insignificance, refusing to admit that our problem is “ethical”, in the first place, and related to the supervision and implementation systems in the ministry, and the responsibility of the supervisors of its work, and not only the inability or corruption of some local contracting companies, or the non-conformity of the materials used to the specifications, and other reasons. the fault is in us, not in our loved ones!
but the bird caught in the trap seems to be too big.
after the minister’s meeting with the ambassadors, it was leaked that some of them asked her that the meeting be private and no pictures published in the media, but the minister did not abide by the condition, and leaked the news and photos to the media.
the meeting was also brief, and no written ideas were given to the ambassadors as to its purpose, precisely. one of them told me that he was surprised by the naivety of the idea, as the issue is not that serious, but rather a routine work, and that they, like other citizens and residents, suffer greatly from bad roads. with quick and effective local efforts, a temporary solution can be found for 90% of the problem.
it was also said that the minister asked each ambassador to nominate three companies to participate in the road repair work, but she singled out one of them, which her state has an indication of, to nominate more than 3 companies and that was a source of sarcasm and denunciation by the rest.
question: what is the reason for the failure of the minister, and no one else, to carry out maintenance work, especially to obvious and dangerous potholes on most highways, which are increasing and expanding in size and depth, and which represent the greatest danger?
and if we assume that there is no maintenance budget available, as some like to believe, what prevented the ministry from requesting it from the ministry of finance since the entire state is ready to support her in this endeavor?
more importantly, and more dangerously, why did the minister not apply the maintenance conditions to any road executing company, especially those whose maintenance contracts are still valid?
the answer is that some parties in the ministry want the roads to continue deteriorating and to increase the maintenance cost to the highest amount and so their commission will be much higher. i would like the minister to deny what i have just said.
