we apologize to everyone, citizens and residents, for the state of the roads, and the truth is that it will only get worse, and it will take years to repair it, before things settle down, if they do, with corruption was rampant in all aspects of the government.
reforming the entire country’s highways, main, secondary, and side roads, requires allocating billions of dinars, and this means that there is a big bird caught in the trap whose meat, bones, fat, and feathers will be used!
the ministry of works fails because there is no budget for road maintenance, and this is indeed shameful because of the potholes, which are increasing in number and size day by day!
the government’s failure prompted a citizen to announce his willingness to finance the purchase of road maintenance materials and to request volunteers to work with him, and this is an illogical offer. what are the experiences of those who will do this work? and who is responsible for their life and equipment insurance while working on the highways? the issue is not that simple, the problem is profound ethical, and organizational!
the process of repairing roads is arduous and long, and the entry of a number of companies, whether local or foreign, into the competition, will not solve the problem, as these companies know in advance that the condition of the bitumen production plant is not sound enough, and its equipment is outdated, and it has no ability to meet all the needs of this basic material for road paving. this will push international companies to refrain from participating in the competition, and thus only ‘few’ companies will remain in the race. it seems that this is the goal of some, especially since building another plant for bitumen production is a costly and difficult issue, and is not economically feasible.
also, the emergency teams in the ministry of works are lagging behind, some of them are corrupt, and they failed a few days ago, for the umpteenth time, to operate the rainwater suction pumps, after their batteries were stolen, in addition to their constant need for maintenance.
also, the problem of the ministry of works lies not only in the inability of the dilapidated bitumen plant to meet the large future demand, but also in the slowness of the documentary cycle due to the deadly bureaucracy, especially after the complete freezing of the work and role of the “public authority for roads and land transport (part),” completely, and the ministry’s apparent hesitation in taking any decisive decisions, and rejecting them.
floating any tenders for work or maintenance of roads, for fear of making a mistake, as part is fully aware that whoever works is likely to make mistakes, and this means criticism and attack, and if he does not do anything, then there is no blame or reprimand, and this is what happened, the majority of the ministers did nothing, and they made no mistake, they succeeded in remaining in their position in the ministry!
conclusion: completing road repairs is a long matter, and the owners of car repair shops have only to pray for the longevity of the works officials, and spend on expanding their business to meet the increasing demand for their services in the next three years at least!
