during these years, those to whom those plots of land were distributed used them throughout that period and spent money on their development and others sold them to others through subcontracts, reports al-qabas daily.
what is important is that the public authority for agriculture affairs and fisheries resources (paaafr) did not deny that these violations were related to distribution regulations, some of which are serious violations because these plots of land belonging to the state should not have been given to those who do not deserve and its subsequent approval, in clear violation of the regulations, to sell those holdings to others because in some cases the plot of land was no less than 50,000 square meters.
the court, in its historical ruling, returned to the state property from those who took it unjustly, but the ruling did not address the civil and financial responsibility of dozens of paaafr employees who were managing its affairs at the time, and the need to punish them and seek financial compensation for their negligence or deceit, which caused harm to the rights and money of the state, and the rights of some of those who participated in that lottery, even if it was just one innocent participant, knowing that the number of those who won the lottery reached 360, and the plots were withdrawn from them, 8 years after they got them, so why was he punished who had no knowledge of all the violations committed by the paaafr administration?
it also requires the concerned authority in the government to not only withdraw these plots from manipulative companies, but also impose penalties on those who violate the terms of participation in the lottery, and write them off from the commercial register, for example
the topic is long and contains details, reasons, and consequences. things should not pass like this, but rather they should serve as a lesson for the future. this judgment and others also showed that the society of “virtue” that we pay lip service to, and the repetition of describing or referring to kuwaiti society as conservative and religious, by judging the appearance and manifestations of hollow statements, is a description that contradicts the truth, as it is a society, in its majority, corrupt like other societies of the third world. for these people, religiosity is often a “hawk” or a bird suitable for hunting or sniping!
